Rotational latency:


Also called rotational delay, the amount of time it takes for the desired sector of a disk

Transfer rate:

time required to move the data electronically from the disk to the computer.

Seek time:

The total amount of time required for information on a disk drive to be found.
For disk drives, the terms seek time and access time are often used interchangeably.
 

Examples of common hard drive seeks times are 8ms and 10ms.
